Modifications in Tilal Al Ghaf take a two-stage approval route: a No Objection Certificate from Majid Al Futtaim community management, submitted through the Belong by MAF app, followed by a building permit from the Dubai Development Authority where the work is structural. DEWA enters separately whenever electrical load increases. This page lists what each type of work needs and what gets applications rejected.
DDA, for structural building permits, and this is worth stating plainly because a great deal of published advice still says otherwise. Tilal Al Ghaf sits in a Dubai Development Authority master zone, and DDA is the statutory building authority for it. Engineering consultancies working inside the community report that filing a structural application with Dubai Municipality instead of DDA is one of the more common procedural errors, and that it costs weeks rather than days.
The confusion has a traceable history. Structural Solutions, which publishes the most detailed public guide to Majid Al Futtaim NOC requirements, named Dubai Municipality in an article dated August 2025 and corrected to DDA in July 2026. Guides written from the earlier position are still in circulation. Dubai Municipality remains relevant at the level of the code the drawings are prepared to: Decree No. 45 of 2021, the Dubai Building Code, is still the referenced standard. The distinction is which authority stamps the permit, not which rulebook the design follows.
Master-zone jurisdictions do get reassigned, and a guide published last year is not a substitute for asking. Confirm the current route with Majid Al Futtaim community management before you submit anything, including this page.
Through the Belong by MAF application. Majid Al Futtaim does not issue paper No Objection Certificates, so home improvement requests, contractor access passes, move-in permits and architectural design reviews are all submitted and tracked in that portal. An owner who has not set up Belong has not started the process, whatever their contractor has told them.

Four things, and a contractor who cannot produce them will not get through the gate. A valid UAE trade licence with the relevant activity classifications. Third-party public liability insurance naming Majid Al Futtaim and community management as co-insured. Valid Emirates IDs and residence visas for every member of site staff. A refundable security deposit against damage to common area infrastructure.
There is a fifth check worth doing yourself before you sign anything. The trade licence activity should read interior design and fit-out works rather than building maintenance. Those are different licences for different scopes, and a maintenance licence on a fit-out project is a problem that surfaces at the approval stage rather than at the quotation stage.
No. Majid Al Futtaim publishes no list of approved, certified or pre-authorised fit-out contractors for private home works, and any UAE trade licence holder may apply for site access. If a contractor tells you they are developer approved for Tilal Al Ghaf, ask them for the URL on the developer's own domain that says so. We do not make that claim about ourselves for the same reason.
Heavy and noisy works run Monday to Saturday, 08:00 to 18:00. Noisy work is prohibited on Sundays and UAE public holidays, though low-noise internal fit-out may be permitted with community clearance. During Ramadan external noisy works are typically reduced, commonly to 09:00 to 15:00.
Contractor vehicles park inside the plot boundary or in assigned staging zones; parking on sidewalks, common green space or blocking a neighbour's driveway draws community fines. Waste skips sit inside the plot boundary, and a skip on a common roadway needs a temporary permit. Construction debris and excavated soil leave via municipal-registered waste transport. Dumping in an unbuilt neighbouring plot is illegal under both Dubai Municipality rules and community regulations, and it is the fastest way for an owner to inherit a fine earned by a contractor.
Across every category in the table above, rejections cluster into four causes. Setback and coverage breaches, meaning the design puts something where the plot rules do not allow it. Incomplete engineering, meaning a structural or wind-load calculation that is missing or unstamped. Drainage and utility conflicts, meaning water going somewhere it should not or planting and excavation too close to a utility corridor. And filing with the wrong authority, which is the DDA point above.
All four are design-stage problems. That is the useful part: they are cheap to fix on a drawing and expensive to fix on a site, and an application that goes in incomplete generally restarts rather than pauses.
